What we learned from Seymour Hersh 1.

Seymour Hersh (1937- ) is an investigative journalist and—on occasion—a Holland Tunnel of an ass-hole in the eyes of American government officials. His parents were Lithuanian Jews who got to the United States before the Holocaust. He got a BA in History at the University of Chicago, then drifted into reporting. His politics leaned left and he was hard to corral.[1] His first big break came when he broke the story of My Lai (1969). Then he worked in the Washington bureau of the New York Times during the Watergate events (after which he wrote a highly critical book about Henry Kissinger). More books critical of American foreign policy followed. Hersh became controversial not only for his sharp stabs at alleged government wrong-doing, but for his use of anonymous sources. Richard Perle called Hersh the “closest thing American journalism has to a terrorist.” Hersh has won five George Polk Awards for investigative journalism and a Pulitzer Prize. In 2004, Hersh published a book on the enormities arising from the intersection of intelligence and policy-making in the run-up to the Second Gulf War.[2] What did we learn?

After the fall of the Soviet Union and the end of the Cold War, the CIA had gone into a steep decline. One factor in this decline had been the change in the nature of the target. CIA case officers were overwhelmingly European-language speakers used to suborning treason on the part of Soviet bloc officials while operating under diplomatic cover. The implosion of the Soviet target and the liberation of the eastern European satellites had rendered most of these men redundant. Emerging dangers in the post-Cold War scene were difficult to identify with certainty; it was even more difficult to create new cadres of officers to deal with these dangers. These factors led to a considerable decline in the over-all number of Operations Directorate officers, rather than a shift of human resources to new targets. Instead, there took place a shift of resources from gathering human intelligence to gathering signals intelligence and remote observation. To compensate for the loss of case officers, the Directorate of Operations shifted to relying upon liaison relationships with foreign intelligence services. (pp. 76-77.)

Later, in 1995, the public revelation that the CIA had employed a Guatemalan involved with the death squads as an informant led to an order that “assets” who might be considered to have criminal or humans rights problems in their records could only be recruited with prior approval of CIA headquarters in Langley. Hundreds of existing agents all around the globe were simply dumped and new ones rarely recruited. (pp. 79-81.) One case officer of the time fumed to Seymour Hersch that “Look, we recruited assholes. I handled bad guys. But we don’t recruit people from the Little Sisters of the Poor—they don’t know anything.” Bob Baer recalled that “It did make the workday a lot easier. I just watched CNN.” (Hersh, p. 81.)

By 9/11 the C.I.A. lacked the personnel to respond effectively. In summer 2001–before the 9/11 attacks–former Middle Eastern case officer Reuel Marc Gerecht warned of the dangers in an article in The Atlantic Monthly. He quoted officers saying things like “For Christ’s sake, most case officers live in the suburbs of Virginia….Operations that include diarrhea as a way of life don’t happen.” (Quoted, p. 77.) As one now-retired clandestine service officer put it to Hersh, the decision-making was dominated by people who “wouldn’t drive to a D.C. restaurant at night because they were afraid of the crime problem.” (Quoted, p. 81.) So, that’s concerning.

Flip-flops on the ground in Iraq.

Iraq’s war with Iran (1980-1988) proved longer and costlier than Saddam Hussein had ever imagined.[1] At the end of the war Saddam Hussein found himself ruling a country that had exhausted its once huge oil reserves, that had become loaded with debt, and that badly needing to reconstruct. Iraq’s debt belonged to the Sunni Arab Gulf states. To finance the war he had presented himself to the other Gulf states as their shield against radical Shi’a Iran and has asked for money. Apparently Kuwait, the Arab Emirates, and Saudi Arabia had seen it in the same light, because they loaned Iraq $40 billion.

The post-war negotiations with Iraq’s creditors were mismanaged on both sides. Iraq asked for too much: forgiveness of the $40 billion debt, plus $30 billion in new money to pay for reconstruction. Since the Iranian danger had been blunted over the course of the Eighties, Iraq’s creditors were not much inclined to give the country easy terms or, for that matter, anything at all. Both Saddam Hussein’s request for loan cancellation and for an additional $30 billion loan (which was just as unlikely to be repaid as the original $40 billion in loans) fell on deaf ears. If Iraq could not get loan cancellation and additional loans, then it would have to pay its own way through oil sales. The falling price for oil put a severe crimp in what Iraq could earn.   In these negotiations the Emir of Kuwait took a particularly strong stand for the sanctity of international economic agreements by insisting upon repayment of the existing debt at the same moment that he was violating his oil quota.

In July 1990 Saddam Hussein sent Foreign Minister Tariq Aziz to put his case to the Arab League. The Iraqis made the same argument to the Arab League that the French and British once had made to the Americans after the First World War: We spent blood in the common cause while you gave only money, so you should cancel the money debt in exchange for us cancelling the “blood debt.” The Americans had not bought that line in 1919 and the Gulf states didn’t buy it in 1989.

On 17 July 1990 Saddam Hussein gave a belligerent speech that seemed to threaten action. That same day he sent the Kuwaiti government a letter in which he demanded a halt to the slide in oil prices, cancellation of Iraq’s debt to Kuwait, and an Arab package of aid to Iraq. Failing this, said Saddam Hussein, “we will have no choice but to resort to effective action to get things right and ensure the restitution of our rights.”[2]

To give meaning to this communication, Saddam Hussein ordered 30,000 troops massed close to the Iraq-Kuwait border. This threat, which Kuwait shared with Saudi Arabia and—undoubtedly–with the Americans, led the Saudi government to attempt to mediate. On 25 July 1990 Saddam Hussein had an interview with the American ambassador, April Glaspie, in which he gave her an ambiguous threat and she gave him an ambiguous warning. A week later, on 2 August 1990, the Iraqi army rolled into Kuwait.

The role of Saudi Arabia and its Gulf State clients in the coming of the First Iraq War is not much discussed these days in the American media. This role included financing Iraq in its long, predatory war against revolutionary Iran. It included pursuing a foolishly selfish policy on Iraq’s war-debts. It should surprise no one that, if it will take “boots on the ground” to defeat the Sunni fanatics of ISIS in their war against the pro-Iranian governments in Baghdad and Damascus, there will not be Saudi feet in them. Nor, probably, American feet. That just leaves the Iranians. Or the partition of Iraq.

CrISIS 2.

In a review-essay in the Wall Street Journal, James Traub makes a number of important points about the Islamic State.[1]

Al Qaeda Classic misunderstood the appeal of ISIS just as much as did Western observers. Western powers at least had the excuse that they were busy with many things and on many fronts. Al Qaeda had much easier contact, but still under-estimated its rival.

Americans have debated whether “nation-building” is possible in places like Iraq and Afghanistan. Billions of dollars already have been lavished on the effort in both countries, yet it would be hard to claim that the effort has been a success. However, ISIS appears to demonstrate that it is possible, and on a shoe-string budget compared to what Americans have spent. Recent reports have suggested that ISIS has begun to encounter al sorts of problems, so they may be presiding over the start of a “nation un-building.” Even that will not solve the problem of nation-building however. Can there be an effective alternative approach formulated by the West?

Former Baath Party members have been venting their rage at the Americans for more than a decade, often in alliance with radical Islamists like Abu Musab al-Zarqawi and now Abu Bakr al-Baghdadi. How long can this alliance between the former supporters of a secular regime and religious extremists survive? By their excesses, the jihadists once drove many Sunnis into alliance with the Americans and—tacitly—with the Shi’ites. Subsequently, the Shi’ites returned to a policy of persecuting the Sunnis. Nouri al-Maliki gets the blame for this in American media, but the reality is that he had wide support among Shi’ites. This makes it difficult to imagine that the Sunnis will readily abandon the Islamists. So long as it is directed against Shi’ites and Americans, the alliance ought to be able to paper over any other divisions. At least neither party will abandon the alliance until after victory has been won.

The Saudis and their Gulf clients see the struggle in Iraq as part of a larger confrontation between Sunnis and Shi’a Islam that has been going on for a long time. The rift has been open for centuries, but it has been particularly acute since the Iranian Revolution toppled the shah. Defeating ISIS so that the Shi’ite majority in Iraq can sleep better at night isn’t at the top of the Saudi agenda. The uncertainties about the negotiations on the Iranian nuclear program will not make the Saudis more committed to opposing ISIS.

Could all this have been avoided had the self-satisfied, moralizing Baby Boomers who have run American foreign policy for the last twenty years or so been content to leave dictators in place? Saddam Hussein did not have to be overthrown. The Syrian rebels did not have to be encouraged to go on resisting after it had become clear that the Bashar Assad regime was going to hold onto power. The Gaddafi regime in Libya did not have to be bombed out of existence.

It has become a common belief that things would have gone differently had the Obama administration been willing to stay on in Iraq. Regardless of the truth of this belief, will the US be willing to stay on after the defeat of ISIS to prevent a return to stupidity? In ceding so much of the active role in opposing Iraq to Iran, is the US preparing the ground for a partition of the country. Will Saudi Arabia and Jordan absorb the Sunni parts of the country?

How serious a danger is ISIS? To the United States and other Western societies, ISIS is not very dangerous. It isn’t Nazi Germany or the Soviet Union. It may be a loathsome ideology, but it does not control a powerful state. So, a sense of proportion is needed. So, too, is patience. “Keep them penned in and wait for the food riots to start,” as one character in William Gibson’s novel Pattern Recognition described America’s Cold War policy of containment.

Thoughts for the New Year.

I don’t know anything. So, here are my thoughts on a couple of issues.

Climate change is a grave reality. However, I doubt that people can entirely hold back (let alone turn back) global warming. Carbon-burning is central to the industrialization of developing-economies. There aren’t a lot of cheap and ready-to-use alternatives. Instead, there is going to be a long period of adaptation to worsened conditions. It is going to make environmentalists, intellectuals, and other “progressive” people very angry that there will turn out to be market-driven profit opportunities when statist restrictions might have provided more desirable outcomes.

In terms of foreign policy, Vladimir Putin is considerably more of an adult than are American leaders. Balance-of-power politics and spheres of influence are realities in world politics. Power and influence are not the single and permanent prerogative of the United States. For one thing, Ukraine is to Russia as Mexico is to the United States. (“Pity poor Mexico. So far from God, so near the United States.”) For another thing, Putin has tried to help the US out of a couple of ditches into which American leaders have driven it. Syrian chemical weapons and a possible solution to the Iranian nuclear problem are the key examples. All the while he has been vilified because he isn’t a democrat at home and he’s resisting the onward march of Western power around the borders of Russia.

In the Middle East we are witnessing a re-writing the Sykes-Picot Agreement. Iraq is fragmenting into Shi’ite, Sunni, and Kurdish enclaves. This fragmentation is being papered-over during the current emergency. The Shi’ites will never be able to repair their behavior during the Maliki period. Syria is going to fragment into Alawite, Sunni, and Kurdish enclaves. A Kurdish state will emerge. This new country will have trouble with both Turkey and Iran. Will Jordan or Saudi Arabia absorb the unstable and impoverished new Sunni micro-state in western Iraq?

The “two-state solution” to the Israel-Palestine conflict isn’t. Israel cannot afford to have a Palestinian state created. That state would be implacably revanchist, regardless of whatever professions its spokesmen might make in order to obtain sovereignty. Over the centuries, many people have felt that the problems of the world could be resolved if only the Jews would die and stop bothering people. Well, the Israelis aren’t buying this line.

The United States gets much less from the US-Israel alliance than does Israel.

ISIS isn’t a serious problem. The enthusiasm for “jihad” among many Muslims is a serious problem. It is likely to be around for a long time. I’m not sure that it can be de-legitimized by Western propaganda. I’m not sure that playing military whack-a-mole with every new outbreak will solve the problem.

Much as I agree with the objectives being pursued by President Obama on some key issues, I don’t believe that he has the authority for some of his actions. The Supreme Court is likely to overturn the authority-grab carried out by the EPA. The immigration problem wasn’t/isn’t a crisis. It’s just a stick with which to beat the Republicans and an effort to keep Hispanic-American voters on the side of the Democrats. American liberals are going to rue the day that they celebrated his unilateral actions on coal-burning energy generation and immigration. One day, a Republican president will invoke the Obama example.

What God abandoned these defended

Soldiers who fight for pay, rather than for a cause, are generally seen as disreputable. For example, American Patriots hated Hessian “mercenaries.” In contrast, idealists who go to war eventually command a degree of respect. One recent estimate has been that 16,000 Islamist enthusiasts have flocked to the black banner of ISIS. Clearly, ISIS represents a cause worth fighting for in the minds of many young Muslims, just as did the Spanish Republic in the 1930s for many young leftists.

In 1992 the American military began spinning-off many of its logistical and support functions to private contractors. (See: Cry of the Halliburton.) The recent wars in Afghanistan and Iraq led to a huge increase in the number of contractors in the combat areas: at their peak 155,000 in Iraq and 207,000 in Afghanistan. These numbers equaled or exceeded the number of US troops present. About as many contractors have been killed in the two wars (6,800) as have US military personnel (6,838). The use of the contractors has raised several concerns.[1]

On the one hand, there is the venerable anxiety over “waste, fraud, and abuse” (WFA).  The US paid out $200 billion for “contractors.” In 2008 Congress created a Commission on Wartime Contracting to search out WFA. Inevitably, it found many instances of over-billing and under-performance. Its estimates of spending lost to waste or fraud range between one-seventh and almost one-third of money spent, depending on what they were looking at.[2]

On the other hand, there have been concerns over unjustified violence visited on civilian populations by armed contractors. The case of Blackwater guards who shot-up Baghdad’s Nisour Square in 2007, killing 17 Iraqi civilians, has led to the conviction of one guard for murder and three others for manslaughter.

Still, contractors may be used in the current unpleasantness in Iraq and Syria. President Obama has pledged that there aren’t going to be American combat troops in Iraq. However, no one in the American government wants to totally cede the ground to Iranian advisors either. Using security contractors might offer a way to square this circle. Many of them are veterans of the US or other military forces. They could train Syrian “moderates” (to the extent that anyone can find some) and Kurdish immoderates. They could even be grouped into small combat units to directly engage ISIS forces. Backed up by US air strikes, they might make a useful contribution to the war without a name.

Contractors offer an attractive solution to several sorts of problems. First, having contractors handle logistics, maintenance, and other support functions allows the US military to concentrate its troops on war-fighting. The number of contractors can be expanded and contracted rapidly to meet the circumstance. The alternative would be to maintain a permanent large force of regular troops to handle these missions in both wartime and in peace time.

Second, nobody but their families care if they get killed. Their wounded don’t go to Walter Reed Hospital. They don’t get veterans benefits. The names of their dead don’t get printed in agate type at the bottom of an inside column in the New York Times and their faces don’t get broadcast in respectful silence on the PBS NewsHour. There isn’t going to be a Monument to the Fallen Contractor on the Washington Mall anytime soon.

Ammo.

            C.J. Chivers came to reporting for the New York Times by an unusual rout. He graduated from Cornell in 1987, then went in the Marines as an officer. He served in the First Gulf War, then in peace-keeping operations in Los Angeles after the Rodney King riots. He left the Marines as a captain in 1994. Graduate school in journalism at Columbia followed. His first reporting job came with the Providence Journal in Rhode Island. He worked there from 1995 to 1999. In 1999 he moved to the Times, where he had the police beat until 2001. Thereafter he became a foreign correspondent covering the wars with radical Islam. He’s covered the Americans war in Afghanistan, the Russian war with Chechnya, and the American war in Iraq. Lately, he’s been covering the wars in Ukraine and Syria.

As a former Marine, Chivers knows more than does the usual reporter about military weapons. As a war correspondent in the Greater Islamic Area, he’s run into a lot of AK-47s. These qualifications give his reporting a certain cast. He can make firearms themselves tell an interesting story about the conflicts in which they are used. For example, he wrote The Gun (2010), a history of the AK-47. (See: The Gun That Made the Nineties Roar; The Arms Barometer).

Recently, he published a story about the ammunition that has been recovered on the battlefields where troops have engaged ISIS. It turns out that ISIS captures much of its ammunition from defeated foes. Indeed, it appears to select target for attack to some degree or in some cases by the prospect of capturing important stocks of weapons. It isn’t hard to do because a lot of the opponents of ISIS don’t put up much of a fight. Sometimes, anti-Assad groups of Syrians rebels or the Syrian troops they are supposed to be fighting just sell to ISIS the arms that they have been given by foreign patrons.

About 80 percent of the ammunition examined came from the Soviet Union before its collapse, post-Soviet Russia, the United States, China, or from Serbia (the perpetual bad-boy of international morality). A lot of the ISIS ammo came out of captured Syrian warehouses—or off dead Syrian troops. The Soviet Union/Putinia were long-terms sponsors of Syria, so about 18-19 percent of the ammo was manufactured in some version of whatever we’re calling Russia this week. Most of this was produced between 1970 and 1990. So, did the Russkies stop selling to the Syrians from 1990 on? Or was more recently supplied ammo stored in warehouses closer to the center of power? Or was this AK-47 ammunition purchased by the US government from an American re-seller of ammo to fit the AK-47 and other Russian weapons and then given to either Iraqi security forces before they were supplied with American M-16s or to Syrian “moderates”? About 26 percent was manufactured in China during the 1980s, but it is impossible to tell when it was shipped to Syria. About 18 percent of it was manufactured in the United States during the 2000s, so this is ammo supplied to the Iraq security forces after the American invasion of Iraq. Probably, most of this ammo came into the possession of ISIS after the collapse of the Iraqi army in Spring-Summer 2014.[1]

The story by Chivers complicates the Obama administration’s idea of building up “moderate” alternatives to ISIS. For one thing, why is it necessary to train and arm “moderate” fighters when the solution that occurred to ISIS was to go get the weapons that they needed by brute force? Why didn’t “moderates” seize the arms they needed from Syrian forces? Fpr another thing, “moderates” appear to have sold some of the weapons that they have received to ISIS to avoid trouble. Won’t they do that with any new weapons that they receive?

Shi’a pets.

The Prophet Muhammad died in 632 AD. Who should succeed him as “caliph,” the leader of the Faithful? Should the succession be “elective” in the sense of someone chosen from among Muhammad’s chief followers? If so, then the leading candidate was Abu Bakr, Muhammad’s father-in-law and a powerful prop of Islam. Or should the succession be “hereditary” in the sense of someone chosen from among Muhammad’s sons-in-law so that the blood of the Prophet would run in the veins of future caliphs? If so, the leading candidate was Ali, the favored son-in-law. The majority supported the “elective” solution: Abu Bakr became the caliph. Ali and his followers sulked and schemed. Eventually Ali seized power as the fourth caliph, only to be assassinated. Since the debate over the succession, Islam has been split between a majority which sprang out of the supporters of Abu Bakr, the Sunni, and a minority that sprang from the “party of Ali,” the Shi’a[t Ali].[1] Eventually, the caliphate passed to the Ottoman sultan. The majority of Ottoman subjects were Sunni Muslims, with Shi’ites a minority located in what would become Syria and what would become Iraq. The great majority of Shi’ites were found in Persia/Iran.

Events in the 1980s turned up the flame under this conflict. The Iranian Revolution led to the creation of a revolutionary theocratic republic. Saddam Hussein’s attack on Iran led to a long war in which other Sunni states supported Iraq. Iran largely created the Hezbollah movement in Lebanon.

At the start of the Twenty-First Century, Syria under the Assad dictatorship offered a mirror-image to Iraq under the Hussein dictatorship. In the former, a Shi’a minority ruled a Sunni majority in the latter, a Sunni minority ruled s Shi’a majority.[2] The overthrow of these regimes then opened the door for the oppressed minorities to seek revenge.[3] Since the beginning of the Syrian civil war in March 2011, the Assad government has seen half the country secede from its control. In Iraq, the Maliki government got right to business as soon as they had waved good-bye to the all-too-willing Americans in 2011.

Both sides in the Syrian civil war have found supporters among their co-religionists abroad. Shi’ite Iran and the Shi’ite government of Iraq have aided the Shi’ite Assad government. Sunni Qatar, Sunni Saudi Arabia, and Sunni foreign fighters have supported the Sunni Islamists who are doing most of the heavy lifting against the Assad government in Syria and who have attacked the Shi’ite government in Iraq.[4] (See: “A Dog in This Fight?”)

[1] Wait. They’re fighting a gory war over something that happened 1400 years ago? Well, not exactly. During the 1400 years the two sects developed different religious practices which divide them. They also developed a history of conflict, oppression, and resistance linked to these two different faith traditions. So, they’re fighting a gory war over stuff that began 1400 years ago and continued—in widely varying degrees of intensity—down to the present. It probably isn’t helpful to try to analogize it to history-based conflicts in Western culture, like Protestant versus Catholic in Northern Ireland or the struggle for African-American civil rights.

[2] Do minorities create dictatorships as a defensive response to past or potential threats from the majority? That’s a political science question, rather than a historical question.

[3] While effete Italians assert that “revenge is a dish best tasted cold,” Arabs appear to prefer take-out.

The Weight of the Past in Iraq

The Americans invaded Iraq in 2003. The Sunni minority, which had traditionally dominated Iraq, didn’t like the invasion or the empowerment of the Shi’a majority, so they fought a guerrilla war against the Americans. Then Al Qaeda in Iraq joined in as allies of the Sunni. Then, Al Qaeda in Iraq sought to foster a civil war between Sunnis and Shi’ites in order to a) make the American position in Iraq unsustainable, and b) punish the Shi’ites for being “in error” about religious truth. Death squads and suicide bombings and car bombings and deaths-by-power-drills abounded.

Then Al Qaeda in Iraq tried to force their Sunni allies to submit to “sharia” (Islamic religious law). The Sunni Iraqis living in Anbar Province didn’t much like this. In 2006 many tribal leaders began to turn against Al Qaeda in Iraq, forming “Awakening Councils.” They sought a truce with and help from the Americans. The Americans responded positively, then General David Petraeus made this a central part of his “surge” strategy in 2007. Awakening Councils spread from Anbar Province into the other areas with large numbers of Sunnis. With the US paying $300 a month and providing equipment to each “volunteer,” there were soon about 80,000 Sunni militia men fighting against Al Qaeda rather than against the Americans. Al Qaeda in Iraq took a savage pounding, while the Sunni component of the insurgency all but disappeared.

American politicians and even many in the media are prone to down-play the role of the “Awakening Councils” in the ending of the insurgency. Instead, they laud “the Surge” of American troops into Iraq. As is so often the case with American political discourse, the reality was different. In 2009 there were about 30 million Iraqis. About 20 million were Shi’ite Arabs; about 5-6 million were Sunni Kurds; and about 5 million were Sunni Arabs. US Army counter-insurgency doctrine held that 20 soldiers per 1,000 people were needed to defeat an insurgency. The US would need 100,000 troops, just to deal with the Sunni Arab part of the country, with many more troops required to garrison the Shi’ite parts. Thus, the “Awakening Councils” and their fighters made possible a radical shift in the balance of forces.

What did the future hold for the “Awakening Councils”? One problem is that the Sunnis have multiple hostilities. Al Qaeda had risen to the top of the list in 2007-2008, but next on the list were the Shi’ites and then the US itself. To take one example, the leader of a Baghdad neighborhood “Awakening Council” was a former officer of Saddam Hussein’s Republican Guard. In 2008, he saw the Iraqi government as a pawn of Iran. Another problem was that the Americans hoped to see the councils and their militias integrated into the police and military of the new Iraq. The Shi’ites always opposed this and wanted the militias disbanded as soon as possible. They foresaw a civil war following the American withdrawal. Finally, in the absence of a single strong leader among the Sunnis, the various Awakening Councils fell fall into conflict with one another as they struggled for turf, weapons, American aid, and control of the local economy.

Thus, by early 2008 it was possible to foresee ugly developments. It all depended upon what the Shi’ites did with power once the Americans departed. Now we know.

Putting the pieces back together again isn’t going to be easy. Islam allows “taqiyya” (dissembling) to avoid persecution. Long oppressed by the Sunni minority, the Shi’ites are regarded as habitual dissemblers. How to build trust once again?

A Dog In This Fight?

An article in the Philadelphia Inquirer reveals some of the complexities of American policies in the Middle East.[1] In August 2011 President Obama stated that Syrian dictator Bashar al-Assad had to leave power. Assad thought different. He fought on, helped by Russia and Iran. The view of one Middle Eastern researcher[2] is summarized in the article. “Having declared that the Assad regime had to go, [the White House] found that there was no opposition group that didn’t have some ties to jihadists, and actively backing the rebels would put the United States on the same side as al-Qaeda.”

In 2012 many senior defense, diplomatic, and intelligence officials urged President Obama to provide arms and training to “moderate” groups within the anti-Assad rebellion. However, voices of caution warned that any American arms provided to the “moderates” could well end up in the hands of “extremists.”   This wasn’t a foolish concern. The “moderates” regarded the “extremists” as valuable allies in the fight against Assad. The “extremists” could have acquired—either taking them from unresisting “moderates” or actually being given to them–American weapons provided to the “moderates.”

The American government began keeping an eye on the Islamic State in Syria and the Levant (ISIL) when it established a strong position in Syria in 2012. They were aware that thousands of foreign fighters traveled to join ISIL through Turkey. They were aware that ISIL intended to use a base in Syria to rejoin the fight in Iraq. They were aware that Iraqi forces weren’t up to the job of defeating ISIL. In August 2013, some American diplomats in the Baghdad embassy urged that US drone strikes be launched against ISIL bases in eastern Syria.

In February 2014, a State Department official told a Congressional committee that ISIL’s operations “are calculated, coordinated, and part of a strategic campaign led by its Syria-based leader, Abu Bakr al-Baghdadi. The campaign has a stated objective to cause the collapse of the Iraqi state and carve out a zone of government control in western Iraq and Syria.” The official explained that the “Iraqi government wanted to act on its own with our assistance.”

However, American assistance was not forthcoming. Why not? For one thing, the Americans wanted something from the al-Maliki government in return for their help. They wanted him to close the air-corridor across Iran by means of which the government of Iran was sending arms to the Assad regime. Prime Minister al-Maliki refused. In the view of the State Department, “it is … legitimate to question Iraq’s independence given Iran’s ongoing use of Iraqi airspace to resupply the Assad regime.” Four months later, ISIL forces seized the Iraqi city of Mosul. Soon they advanced toward Baghdad. Both Iran and the United States sent aid.

Lessons learned:

First, President Obama declared that Assad had to go before he explored the nuts-and-bolts of how that would come about. See: “the Cambridge Police were stupid.”

Second, Americans regard Iraq as “independent” when it follows American instructions instead of following a foreign policy of its own. See: Germany and the Ukraine crisis.

Third, Syrian Alawites-Iraqi Shi’ites-Iranian Shi’ites are lining up against Syrian Sunnis-Iraqi Sunnis-“extremist” foreign fighters. Does the United States actually have a dog in this fight?

Between Iraq and a Hard Place

Some of the countries in the Middle East are make-believe countries. That is, after the First World War the British and the French carved up the Arab territories of the Ottoman Empire. Iraq, Syria, Lebanon, Jordan, and Palestine were created on map tables in Europe before they had any reality for the people who lived there. Religious and other divisions within these areas were of little interest to the French and British decision-makers of the time. Those administrative territories then became sovereign states, mostly after the Second World War. So, Kurds were divided between Turkey, Iran, Iraq, and Syria. Sunni and Shi’ite Muslims were grouped together in Iraq and—to a lesser extent—in Syria. Tensions smoldered: a Sunni minority dominated the Shi’a majority in Iraq; Christians, Muslims, and Druze struggled in Lebanon; and Palestine became the target for immigration by Eastern European Jews without the consent of the Arabs. That did not mean that these countries were doomed to fail. Good judgment, a spirit of cooperation, and self-restraint could go a long way to building bridges. All of those things have been in short supply in post-American Iraq.

The Iraqi insurgency had been defeated when the Sunnis switched sides to oppose the Islamist fundamentalists of Al-Qaeda in Mesopotamia. Nouri al-Maliki–a member of the Shi’a Muslim majority sect–became Prime Minister in 2006. During his campaign for re-election in 2010 he promised to form a “unity” government that included representatives of the Sunni and Kurdish minorities. Then the United States withdrew the last of its forces in 2011.

Maliki (and the Shi’a he represented) promptly changed course. Maliki’s program was to concentrate power in the hands of Shi’ites, while spurning both Sunnis and Kurds. First, he opened the way for a spectacular increase in the high level of corruption. Hundreds of billions of dollars of oil revenue had been diverted to private hands. The diverted revenues benefitted only Maliki’s followers. Soon, Maliki turned on the Sunnis more directly. They were purged from the government and tens of thousands were imprisoned. Maliki’s power grab alienated the Sunnis from the government. It sent some of them back into co-operation with Islamist groups.

The key Islamist group is the Islamic State of Iraq and the Levant (ISIL), which is simultaneously fighting in Iraq and in the Syrian Civil War. The major cities have been targeted for bombings. This coincided with the run-up to elections in April 2014. In April 2014, 750 people died, either in bombings of public places or in street-fighting between the security forces and insurgents. By May 2014, ISIL and the Sunni opponents of Maliki had won control of Anbar province west of Baghdad. By June 2014 the decision by Maliki and the Shi’ites to grab all the toys for themselves proved to have been a catastrophically bad decision. In June ISIS forces suddenly over-ran Mosul and Tikrit, while four divisions of the Iraqi Army just folded up in front of the attack. (“Iraq, three years later,” The Week, 16 May 2014, p. 11.)

Iraq’s Army offers a particularly telling example. Under Maliki, religious affiliation replaced competence as a criteria for many senior officers; purely Shi’ite divisions concentrated near Baghdad, while mixed divisions were sent to the provinces; troop training, equipment maintenance, and logistical support all suffered as the military budget was diverted just like the oil revenue. ISIL probably can’t conquer Iraq or even hold its present gains. But when their tide ebbs, what will Iraqis do with their country?
