The hacked election.

In 2015 and again in Spring 2016, Soviet–sorry, Russian—intelligence agencies “hacked” into the e-mail servers of the Democratic National Committee.[1]  In addition, they gained access to the e-mail account of John Podesta.  Furthermore, they hacked into the e-mails servers of the Republican National Committee.  In Summer 2016, they passed these ill-gotten gains to WikiLeaks and to a blog called Guccifer 2.0.

Before the presidential election, the consensus seems to have been that the Russians were just trying to sap Americans’ confidence in their democracy.  Immediately after Donald Trump’s up-set win over Hillary Clinton, however, the Central Intelligence Agency immediately concluded that the Russians had been attempting to shift the election in Trump’s favor.[2]  Part of the reason for this analysis lies in the fact that the Russians released only material that cast an unfavorable light on Clinton, while not releasing anything gleaned from the Republican servers.[3]

Did the e-mails stolen by the Russians harm Hillary Clinton’s chances of being elected president?  The stolen e-mails showed that the Clinton campaign considered taking contributions from foreign governments; that Clinton told a Wall Street audience that politicians “need both a public and a private position”; that the campaign had friendly contacts in the media; that the Democratic National committee had, contrary to its public professions, sought to obstruct the campaign of Bernie Sanders and to favor that of Clinton; and that the fire-wall between Secretary of State Clinton and the Clinton Foundation had not been so tight as had been promised.[4]

Since the election much attention has focused on so-called “fake news” that favored Trump.  However, there is little evidence of any attempt to use “fake news” to favor Trump or harm Clinton.  The bulk of “fake news” stories appear to have been generated in non-Russian Eastern European countries where entrepreneurs were pursuing profits, rather than a political agenda.  Apparently, the Russkies believed that “real news” would do enough damage.

Why would the Russians want to affect the outcome of the election?  Possibly, they wanted to see Trump in the White House.  Possibly the Russians hoped for someone more tractable in the White House.  Possibly they wanted to erode American confidence in democracy over the long run.[5]

Possibly Vladimir Putin doesn’t care who is President of the United States so long as it isn’t Hillary Clinton.  It’s only conjecture, but while Clinton served as Secretary of State, she had participated in a “re-set” of relations with Russia.  However, part of this effort took the form of an effort by President Obama to slime-up to Putin’s assistant, Dmitry Medvedev, in the ill-conceived expectation that he could supplant Putin.  Furthermore, while Clinton served as Secretary of State, the United States won Russian assent in the U.N. Security Council for the use air power to defend anti-government rebels in Libya.  The Russian price had been an American promise not to overthrow the Libyan government itself.[6]  Finally, Putin saw the work in Russia by the U.S. government-funded National Endowment for Democracy as foreign meddling.[7]  After the December 2011 parliamentary elections in Russia were “won” by Putin’s party, substantial anti-Putin protests took place.  Immediately, Clinton publicly endorsed the position of the protestors by describing the elections as “neither free, nor fair.”[8]  Pay-back.

Clinton versus Putin.

While a majority of Republicans once believed that fair-play meant that the Republican convention should nominate the candidate who had won the most votes in the primaries, a majority (54 percent) of Republicans now wish that the party had not chosen Donald Trump as the candidate.  About a third (35 percent) believes that Trump was the best choice available.  Obviously, the latter figure doesn’t mean Trump alone.  It may be more of a statement about the Republican candidates who ran against Trump.  The Democrats aren’t in much better shape about Hillary Clinton.  Almost half (47 percent) of those who plan to vote for her will do so chiefly to keep Donald Trump out of the White House.  Scarcely a third (32 percent) are actually pro-Clinton.  More broadly, two thirds (66 percent) of all voters believe that HRC is dishonest, while less than a third (29 percent) believe that she is not dishonest.  Again obviously, the “Hillary is dishonest” camp includes every single Republican and a bunch of Independents.  Amidst the Viking funeral of Donald Trump’s presidential campaign, people should attend to the recent poll reporting that 74 percent of Trump’s supporters think that Hillary Clinton should be in prison.[1]  How deeply that view has penetrated the minds of ordinary Democrats is unknown.[2]

This could have consequences for the 2016 presidential election.  A lot of people will vote for Hillary Clinton in order to keep Donald Trump out of the White House.

Unless, perhaps, they think that she is crooked.  “Crooked Hillary” has become a standard phrase in the speeches of Donald Trump.  This charge arises from Trump’s abrasive discourse and datcourse.  However, it gains traction from the perception that Hillary Clinton and the Clinton Foundation engaged in unseemly practices during her time as Secretary of State.  The release of several documents from the investigation of Clinton by the EffaBeeEye has poured gasoline on this particular fire.

Earlier reports indicated that HRC’s e-mail had probably been compromised.  Trump invited the Russians to reveal what they had learned from the 30,000-plus “personal” e-mails that Clinton had ordered deleted from her private server.  Some people misconstrued this as an invitation to “hack” her private server.  The server seems to have been shut-down long ago, so it cannot now be hacked.  Trump’s hope seems to be that the Russians will reveal damaging information about Clinton’s private dealings with donors to the Clinton Foundation while she served as Secretary of State.

It seems reasonable to expect such “revelations.”  There is a lot of bad blood between Clinton and the Russian soon-to-be-tsar Vladimir Putin.  While serving as Secretary of State, Clinton challenged Putin’s authority in a country where being on the wrong side of the government can get you killed.  In early 2011, she, among others, deceived the Russians about American intentions in Libya.[3]  In December 2011, she described Russian elections as plagued by “electoral fraud.”[4]    If the Russkies have incriminating evidence, they may dump it.

Now the New York Times seems to be lighting “back-fires” in preparation for an “October surprise.”[5]

CrISIS 9.

For all those angry with President Obama’s policy, the Islamic State is in retreat.  Iraq’s militias under the guidance of Iranian advisors, various Kurdish militias, and the Russian- supported Assad regime have rolled back ISIS gains.  At the same time, American efforts to focus narrowly on the danger of ISIS cut across the more powerful enmities and affinities in the region.  The Sunni-Shi’ite civil war in the Muslim world frames many local conflicts.  Russia has chosen alignment with the Shi’ites (Iran, the majority in Iraq, the Alawites of Syria, and Hezbollah in Lebanon).  The United States is having a harder time making a choice.

After the final American withdrawal from Iraq, the Shi’ite government of Nouri al-Maliki reverted to persecuting Sunni Iraqis.  Alienated, many Sunnis withdrew their support from the government.  Currently, on the principle of “once burned, twice shy,” the Sunnis of Iraq have been sitting-out the Reconquista by the so-called government of so-called Iraq.[1]  However, the occupation of the “liberated” areas by either Shi’ite militias or by Kurds merely shifted the locus of repression for the Sunnis.  The government has resisted pressure from Washington to arm Sunnis willing to fight ISIS because those same arms might later be used to resist the Shi’ites.[2]

Neither Russia nor its client Syrian government of Bashar al-Assad cared to focus on ISIS when they saw the other Sunni rebel groups as a target more dangerous and more near at hand.  Nor did the Sunni rebels against the Assad government see ISIS as the most pressing danger.  They often co-operate with Islamist groups in the fight against Assad.[3]  In the recent fighting around Aleppo, the Syrian Conquest Front (formerly known as the Al-Nusra Front—the Syrian off-shoot of Al Qaeda) has done much of the heavy lifting.  Will Islamist fighters in flight from the embattled ISIS caliphate head West to join the ranks of the Syrian Conquest Front?

If the Syrian Conquest Front, which the US still regards as a version of its old enemy Al Qaeda, becomes the dominant force in the war against the Assad government, Washington will face an ugly choice.  Which does it see as the greater threat?  With which will it align itself?  Will it support the increasingly Islamist-led rebels against the Assad government, even if that means a tacit alliance with the survivors of ISIS and a re-branded Al Qaeda?  Will it support the Assad government, even if that means following the Russian lead into a tacit alliance with the Shi’ites?

Where will future historians locate the root of this disaster?  The most obvious cause lies in the American decision to attack Iraq in 2003.[4]  Anyone who voted for that war has much to answer for.  Even before the occupation had been botched, the Turks had refused to cooperate because they foresaw the effect on Kurdish nationalism.  Then the occupation was botched.  Then came the Obama administration’s too-ready embrace of the “Arab Spring,” its overthrow of the Libyan dictator, and its un-deft handling of the Russians.

Looking farther back, though, can some of the origins be located in the refusal of Kuwait and Saudi Arabia to write-off the loans made to Iraq in order for it to fight the long war in the 1980s against the revolutionary Shi’ite regime in Iran, or to support higher oil prices so that Iraq could earn the money to rebuild?  Everything turns out to be complicated, rather than simple.

Trumputin 2.

Did Donald Trump encourage the Russkies to hack the email of Hillary Clinton?  Well, no.  It doesn’t matter what the New York Times[1] or the Public Broadcasting Service says.  The truth is different.

Hillary Clinton’s private e-mail server handled both her correspondence as Secretary of State and her “personal” e-mails.  In theory, these personal e-mails related to things like the place settings at the wedding of her daughter Chelsea Clinton.  However, some people (other than Ann Coulter) believe that some of the e-mails reveal the involvement of the Secretary of State with donations to the Clinton Foundation.

Hillary Clinton shut down her private e-mail server after she ended her term as Secretary of State in 2012.  All of the “personal” e-mails were deleted, although the State Department-related e-mails were subsequently turned over to the State Department.  The server cannot now be hacked because it hasn’t been operating for four years.  Thus, the EffaBeeEye could not recover the deleted e-mails.

Was it hacked in the past?  F.B.I. Director James Comey sharply criticized Hillary Clinton’s “reckless” behavior in handling e-mail while serving as Secretary of State.  Experts consulted by the New York Times concluded that her e-mail had “probably” (i.e. almost certainly) been hacked during visits to China and Russia.[2]  This raises the possibility that the Russkies accessed her e-mail before she ended her tenure as Secretary of State and before she wiped the 30,000 “personal” e-mails from the server.

The New York Times has been quick to engage in damage control.  In its view, the released e-mails from the DNC “portrayed some [DNC] officials as favoring Mrs. Clinton’s candidacy while denigrating her opponent, Senator Bernie Sanders.”  It pointed out that the DNC had been targeted, but “apparently not those of the Republican National Committee.”[3]  This farcical idea is used to introduce a reference to Watergate and, by implication, Richard Nixon.

Assuming that the Russians had hacked Clinton’s e-mail server, Donald Trump urged the Russians to release the now-deleted e-mails. “If Russia or any other country or person has Hillary Clinton’s illegally deleted emails, perhaps they should share them with the FBI.”

Nevertheless, the incident has become more of a problem for Republicans than for Democrats.[4]  For example, Paul Ryan’s spokesman responded by denouncing Russia and Vladimir Putin as “a global menace led by a devious thug.”  For their part, the Democrats quickly portrayed Trump as having invited the Russians to hack a server that had—in reality–been out of operation for four years.

Did the Russians hack the Clinton e-mail server while it still functioned?  Did they provide any information to the Obama Administration through the FBI legal attache in the Moscow embassy?[5]  How would revealing the contents of her personal e-mails harm Hillary Clinton’s chances to become president?  Should American voters anticipate an “October surprise”[6] based on these hacked e-mails?

The Great Game.

Under the tsars of the 19th Century, Russia greatly extended its territories.[1]  Some incidents in this expansion caught the attention of Westerners: the “Great Game” played between Britain and Russia in Afghanistan and Persia (now Iran); Japan’s humiliating defeat of Russia in 1905; and the rivalry in the Balkans between Russia and Austria-Hungary that helped bring on the First World War.  Less noticed, at the time and since, Tsarist Russia conquered many small Muslim states in Central Asia.  This gave Russia, and later the Soviet Union, a huge Muslim population.  What was to become of these people if Russia, and later the Soviet Union, broke up?  As with Russia’s original expansion into the region, recent events here have not been much noticed by Western media or much discussed by Western officials.  For both the Russkies and the local peoples, however, the issues are important.

One example comes from the Turkic region.  Back in the First World War, the Ottoman Government had vast visions of a central Asian Empire that encompassed the Turkic people inside the Russian Empire.  Defeat in war and the victory of the Communists in the Russian Civil War put paid to that fantasy.  After the collapse of the Soviet Union, many of the Turkic peoples created various “stans” as independent states.  Turkey revived its dreams of extending its influence throughout the region.  Turkey spread its influence by fostering cultural, educational (lots of exchange students), and business connections (investment).[2]

However, the particular emphasis—“pro-Muslim Brotherhood, rather than pan-Turkic”—given to this long-term effort by Turkish President Recep Tayyip Erdogan began to rankle.  Russia remains far more important the region than is Turkey.  The attitudes toward Islam are more varied among the Turkic peoples than Mr. Erdogan’s own preference.

So problems had been developing.  Then the Turks—foolishly—shot down a Russkie fighter-jet that had briefly over-flown Turkish territory while attacking Syrian rebels.  The Russkies weren’t too pleased.  They slammed on all sorts of sanctions.  Russian police and immigration officials continually harass Turks working in or visiting business in Russia itself.  Turkic Russians resist burning bridges.

Another example comes from Chechnya.[3]  Russia fought several gory wars to retain possession of the little territory in the North Caucasus, then put in a former rebel, Ramzan Kadyrov, as the ruler.  Since then, the government has “Islamized” Chechnya.  It’s almost impossible to buy alcohol, women wear the hijab, and the mosques are packed.  However, Chechnya’s Islamists are Sufis, rather than Wahhabists.  Saudi Arabian-sponsored Wahhabism is what inspires ISIS and similar movements.  Among those similar movements were the jihadis who initially fought for Chechen independence from Russia.[4]

There are two points worth pondering.

First, Turkey is a member of NATO.  Do the Russians have a right to think of Erdogan’s forward policy among the Turkic people—like tighter links between the European Union (EU) and Georgia or Ukraine—as a hostile act?

Second, have the Russians found a means of defusing radical Islam by embracing an equally intense, but less radical, version?

The Great Game–latest round.

“What do Russians want?”—Sigmund Freud.

One theory holds that the pursuit of foreign policy gains is driven by domestic concerns.[1] Russian actions in Syria and Ukraine are intended to distract Russians from their current economic hard times by reviving Russian parity with the United States. However, even though Russia remains burdened by economic sanctions imposed over the Ukraine and constantly assailed by Western leaders, Putin has called for new parliamentary elections in April 2016. That doesn’t look like a worried man. More likely, Putin’s chief concerns are international rather than domestic.

Vladimir Putin habitually gloms together a range of international events as evidence of the malign effects of American interventionism: Iraq (2003), Georgia (2003), Ukraine (2004), Libya (2013). Georgia and Ukraine may seem like a bad case of emotional sunburn, but it’s hard to argue with the examples of Iraq and Libya. As Putin made clear to New York Times reporter Peter Baker some years ago, he wants the Americans to stop it.[2] Apparently, Syria is the place where he intends to make his point.

Russia is trying to show that it is a better ally and worse foe than is the United States. In essence, the Russians want Assad to stay in place until they agree that he should go and that he be replaced by a regime friendly to Russia. At the moment, the Russians are willing to fight and the Americans are not, so Putin is likely to get his way.

The Russian intervention in Syria has been modest: 50 aircraft; 6,000 troops to service and protect the planes; and about $3 million a day. With that backing, however, Assad’s forces have expanded their territory at the expense of their foes. The anti-Assad forces approved of by the West often fight cheek-by-jowl with the anti-Assad forces disapproved of by the West (the al-Qaeda affiliated Nusra Front). The Russians don’t seem much inclined to fine distinctions and the most-recent cease-fire agreement allows for attacks on both ISIS and the Nusra Front. The current fear in Washington seems to be that the Russians will continue their attacks on a broad swathe of anti-Assad forces after the cease-fire nominally goes into effect. If past performance is any guide, the US will not do anything more than protest as its nominal clients are killed.

However, now Assad’s troops are close to encircling the rebel city of Aleppo. If they can cut the main supply routes into the city before the cease-fire begins, then the cease-fire will allow a siege to run forward undisturbed. Any attempt by Assad’s opponents to break out of or break in to Aleppo would constitute a violation of the cease fire. Seen in that light, Putin’s insistence that he will honor the cease-fire may be “sincere.” The fall of Aleppo might put the last nail in the coffin of the non-ISIS part of the insurgency.

That still would leave ISIS. Would the Russians back a Syrian effort to reconquer the eastern part of the country from the Caliphate? If they did, what sorts of questions might that raise for other countries? The United States would have to decide if it would co-operate with such an attack. After having complained that the Russians have not been attacking ISIS, it might be embarrassing to refuse to join an attack on ISIS. If the Syrians did attack eastward, would they navigate around the Syrian territories held by Kurds? Leaving the Kurds in place would pose a problem for Turkey’s President Erdogan, who has been after Assad’s head for years. “Multitudes, multitudes in the valley of decision!”[3]

A Road to Aleppo Experience.

We’re at a dicey point in Syria.[1] When Al Qaeda-affiliated rebels made gains against the Assad government in Summer 2015, the Russkies greatly increased their support for Assad in September 2015. The Obama administration predicted that this would turn into an Afghanistan-like “quagmire” for the Russkies. It still may, but that isn’t what has been happening recently. Instead, the Russian-backed offensive[2] by the Assad government has cut the major supply routes from Turkey to the northern anti-Assad groups. It may go on to crush its opponents in Western Syria and bring that part of the war to an end.

Alternatively, other powers like Turkey and Saudi Arabia could pile on so that the effort to unseat Assad continues. Intervention by Saudi Arabia and Turkey would not be just for spite. The Sunni-Shi’a civil war within Islam provides the context for this decision.[3] To see Assad survive in control of western Syria would mean that a client-state of Iran had tightened its grip. The Wall Street Journal‘s Yarolslav Trofimov reports that such an outcome would be regarded as a “catastrophe” in the minds of Turkish and Saudi leaders. “Can we accept Russia and the Iranians calling the tune in the region?” asked one Turkish diplomat. Many Sunni observers appear to believe that Russian intervention will trigger greater intervention by the Sunni powers.

How? For one thing, the primary supply line into Syria appears to run through Turkey. If that line is cut, will the Saudis try to open (or expand an existing one) through Jordan? For another thing, the key element in the Russian effort has been air power. Would Turkey or Saudi Arabia commit their own air forces against the Russians? Well Turkey did in November 2015, when it shot down a Russian strike jet that had invaded Turkish airspace on a bombing run. The Turks have been quaking in their boots ever since.

There are many questions, great and small.

The ground-based air-defense systems (anti-aircraft missiles) of Turkey and Saudi Arabia come from the United States. Would the US sign-off on transferring these to Syrian opponents of the Assad government?

Even if the Russkies were to back away, would Iran and Iraq? They are front-line states in the Muslim civil war. The outcome in Syria is just as important to them as it is to Turkey and Saudi Arabia.

Would Turkey (and possibly Saudi Arabia) launch a conventional ground-force intervention? The Turkish military has been under attack by the Erdogan government. Their price for agreeing might be high. The Saudis haven’t been in a real war for many decades.

One of the key long-term purposes of both the NATO and Warsaw Pact alliances was to rein-in the foreign policy independence of the client states of the United States and the Soviet Union.[4] Has the ending of the Cold War unleashed the client states to do any damn-fool thing that seems to be a good idea at the moment?

The 2003 invasion of Iraq looks worse and worse all the time. If that is possible.

Shifting the Terms of Debate in Syria.

Long ago, the now-aged Secretary of State Madeline Albright demanded to know “What’s the point of having this superb military you’re always talking about if we can’t use it?”[1] Thus, there has long been a tension between American diplomats—who want to use military power to enhance their negotiating position[2]—and American soldiers—who would have to write letters to families explaining why their sons or daughters had died. So long as the Syrian civil war remained stuck in neutral, the Obama Administration could insist with a straight face that “there is no military solution.” In spite of pressure from then Secretary of Stater Hilary Clinton for a more robust arming of anti-Assad rebels, President Obama opted for a more narrow-bore effort. The US and the Sunni Gulf States pumped weapons and money to the Assad forces in the hopes that there was a military solution, if only it was a stalemate that brought the Assad regime to the bargaining table at a disadvantage. Recently, American diplomacy has been seeking a cease-fire and the creation of a “humanitarian corridor” to the Syrian opponents of Assad. Basically, that means that they wanted to limit the range of Syrian government military operations. Perhaps that would create new “red lines.” Apparently, Secretary of State John Kerry (like Albright and Clinton) has been frustrated with the lack of American military support. However, President Obama has been reluctant to embroil the US in yet another conflict.[3]

To make matters worse, Turkey is enraged by American policy. The American attack on Iraq in 1991 eventually led to the creation of a safe haven for Iraqi Kurds. This became a potential proto-state for an independent Kurdistan. The American invasion of Iraq in 2003 would—in the view of informed observers at the time—cause the country to come apart like a leper in a hot tub. The Turks refused to allow American troops to launch an attack from Turkey. Still, Iraq exploded after the American invasion. More recently, the Iraqi Kurds are the only ones willing to make a serious fight against ISIS because it allows them to add to their territory. American support for the Kurds of Iraq as the chief opponents of ISIS in western Iraq and eastern Syria has further strengthened the Kurds.[4] Now the Americans are faced with the dilemma that military aid to the Iraqi Kurds will inevitably flow as well to Kurdish militants inside Turkey.

Now, Russian and Iranian military intervention on the side of the beleagured Assad regime has put “Paid” to the fantasy of “no military solution.” Russian bombing has evicted many of the anti-Assad forces from their positions.[5] This may have come as a surprise to the Obama administration. How so? The President is in the habit of trash-talking people who disagree with him. (If you look at the botched roll-out of the HealthCare.gov site as an example, he may have made it difficult for people to bring him bad news.)

In essence, the United States has lost any initiative that it once may—or may not—have possessed. The Russian strategy of defeating the non-ISIS opponents of the Assad government (including the US) seems to be working. This would create new facts on the ground. As one Syrian farmer opined, “After winning victory, [the Russians] will negotiate.” Probably, the farmer was not a consultant to the State Department.

On the Road to Damascus.

For a guy who played a lot of Chicago rec league basketball, President Obama seems to get taken to the hoop a lot by Vladimir Putin. First it was the Ukraine crisis. Now it is Syria. Tomorrow …

A couple of “realist” Republicans—Condoleezza Rice and Robert Gates–have recently spelled out the foolish notions that have guided President Obama in dealing with Russian actions.[1] It appears to come as a surprise to the Obama administration that other countries have foreign policy goals that are different from those that the United States wants to establish as the norm.[2] It appears to come as a surprise to the Obama administration that not everyone views Nineteenth Century great-power politics as “bad old days.” The United States does not want to launch a military intervention in Syria. Consequently, President Obama and Secretary of State Kerry insist that there is no military solution possible. Both Russia and Iran beg to differ.

In contrast to the president’s derision of Russia as “just a regional power,” the “fact is that Putin is playing a weak hand extraordinarily well because he knows exactly what he wants to do.” In the view of Rice and Gates, the Russians are using military power to bolster the situation of their Syrian client, Bashar al-Assad. As a first order of business, they plan to tip the balance in favor of the regime and against the non-ISIS rebels. Whether Russia and Iran will then extend the campaign to crush ISIS is an open question. What the Russians can hope for is to insure Assad’s grip on the western, more heavily populated parts of the country. Russian intervention has also startled the Turks, who have been living with two civil wars (Iraq, Syria) and a Kurdish insurgency on their southern border for years.

Implicit in this analysis is a harsh judgement by Rice and Gates about the United States: it is playing a strong hand badly because its decision-makers have no idea what they want to do. The two critics see “a vacuum created by our own hesitancy to engage in places such as Libya and to stay the course in Iraq.” They favor creating “no-fly zones and safe harbors” in Syria to protect the civilian population from harm. They favor “providing robust support for Kurdish forces, Sunni tribes, and what’s left of the Iraqi special forces.” In short, the U.S. needs to do what Russia is already doing: “create a better military balance of power on the ground on the ground if we are to seek a political solution acceptable to us and to our allies.”

At first glance, this sort of hard-headed thought can only be welcomed by anyone who has studied Nineteenth Century diplomacy. (See: “What Would Bismarck Drive?”) However, the Rice-Gates polemic raises as many questions as it answers.

First, the op-ed piece reads like a “realist” Republican manifesto for the coming election. (That supposes that a “realist” Republican will get the nomination, rather than one of the exhibits from a political Mutter Museum[3] who now crowd the stage.) “Who lost the Middle East?”

Second, “no fly zones” enforced against whom? Just Syrian military helicopters dropping barrel bombs, or Russian strike jets as well? Lot of “de-confliction” will have to go on.

Third, Rice and Gates totally ignore the reality of a Shi’ite-Sunni civil war now ablaze. For the moment at least, the Russians have picked the side of the Shi’ites. The U.S. has been trying to straddle the divide, which it did so much to create by its invasion of Iraq in 2003. Back when Condoleezza Rice served as National Security Adviser.
